About Course

Course Objectives

This 1 year course aims to support the the Facilities Management (FM) industry by equipping FM executives and managers with advanced FM knowledge and skills to undertake leadership roles and help organisations implement the necessary changes to achieve sustainable goals. It also aims to provide a collaborative and interactive learning platform for experienced professionals and young graduates to share insights and grow together. 

Course Description

The Specialist Diploma in Sustainable Facilities Management is specially curated for seasoned industry professional and young aspiring built-environment courses graduates who wish to further equip themselves with knowledge and skills needed to effectively manage facilities with sustainability in mind.
This is a 1 year Specialist Diploma programme covering two skill-based modular certificates over two semesters. The modules consist of

1. Applied Property Management (45 hrs)

2. Building Services Management (45 hrs)
3. Fire Safety Management (45 hrs)
4. Green Building & Energy Management (60 hrs)
5. Workplace Health & Risk Management (45 hrs)
6. Sustainable Facilities Management (60 hrs)

Accredited Training Institute for Fire Safety Manager Course

Ngee Ann Polytechnic is one of the accredited training institutes for Fire Safety Manager (FSM) Course.
Graduates from the 1 year Specialist Diploma in Sustainable Facilities Management who pass the Fire Safety Management module tests and project will be awarded an FSM certificate which can be used to register with Singapore Civil Defence Force to be a Fire Safety Manger.

Chan Chien Hong
  • Chan Chien Hong is a seasoned Senior Lecturer at Ngee Ann Polytechnic and the course leader of Specialist Diploma in Sustainable Facilities Management.
  • Chien Hong is a highly accomplished professional with a robust educational background and extensive expertise in engineering, business administration, and industry-specific certifications. With a Master degree in Fire Safety Engineering from University of Western Sydney and a Master of Business Administration from Nanyang Business School, coupled with a solid foundation in Mechanical Engineering from National University of Singapore, Chien Hong brings a unique blend of technical acumen and strategic business insight to the course.
  • Chien Hong has a diverse professional background, having worked in various capacities that leverage his engineering and business skills. His experience spans across industries, including defense facilities management, engineering construction and consultancy, teaching and school management.
  • As a firm believer of lifelong learning, he has been active in acquiring the latest industry knowledge in adult learning, fire safety engineering, Green Building technologies, workplace safety & health, leading to industry certification such as ACTA, Green Mark Accredited Professional, bizSAFE.
  • He is also dedicated to developing comprehensive learning materials and delivering lectures for both full-time and part-time diploma programs on various Building Services and Facilities Management topics, including ACMV, Fire Protection, Water, Sanitary and Gas, Green Building and Smart FM Technologies, Water Efficiency Management.

Andrew Ng Jui Sing
  • Andrew Ng Jui Sing graduated from the Newcastle University with a Bachelor in Civil & Environmental Engineering and Master of Science in Environment Engineering from NTU. He also holds the WDA Advanced Certificate in Training and Assessment.
  • Andrew has been a full-time lecturer with the Polytechnic since 2009 at the School of Design & Environment. He has taught in various fields in WSH, Environmental Management Systems, Environmental Health Management and Project Management. He is involved in work related to in-house safety training and WSH audits in the school. In terms of continuing education for adult learners, he specialises in WSH training courses at the CET Academy in NP. He was the former course coordinator cum trainer in the Specialist Diploma in WSH.
  • Andrew is also an active EHSQ Management System Auditor since 2000 and has been supporting various industries ranging from Aerospace, Building & Construction, Chemical, Electronics, Food, Healthcare, Logistics, Manufacturing, Marine, Petrochemical, and Waste industries, both local and overseas.

This certificate equips learners with the essential skills to perform property management roles. It also covers the operation and maintenance requirements of all essential facilities engineering systems to support sustainability in the built environment. The fire safety management module provides students with the essential skills and knowledge to prepare and implement emergency response plan.

ModuleSynopsis
Applied Property Management
(APM)
In this module, students will learn property management skills including management and maintenance of properties, general accounting, budgeting, financial reporting, arrears management, tenancy agreements, contracts management, tendering & procurement process and, interpersonal & communication skills. The concept of strata titles, management of strata-titled properties with reference to Building Maintenance and Strata Management Act (BMSMA) will also be covered.
Building Services Management (BSM)This module covers the management and operation of all the engineering systems that are installed in the built environment. This will include the management and operation of the air-conditioning, lighting, elevator, security surveillance, electrical and water supply systems, with emphasis in environmental sustainability and optimizing cost-effectiveness.
Fire Safety Management
(FSM)
This module provides students with knowledge and skills to perform the roles of a Fire Safety Manager (FSM). Students will be given an understanding of the legislative framework pertaining to the Fire Safety Act, preparation of Emergency Response Plan, Arson Prevention Plan, In- place Protection Plan, setting up of the Company Emergency Response Team, conduct of fire drills and table-top exercises, submission of building plans for approval, dealing with hazardous fire materials, building inspection and testing for fire safety. This module will also provide students with sound technical knowledge of the active and passive fire protection measures in buildings, supervisory management and problem-solving skills to face the many challenges of a fire safety professional in the operation, maintenance and management of fire protection systems in buildings. Students are eligible to register with Singapore Civil Defence Force (SCDF) as a Fire Safety Manager upon completion of the specialist diploma and passing the FSM test and project.

This certificate equips learners with the latest national policy and industry practices in sustainable facilities management and adoption of smart facilities management technologies. It also equips students with the skills and knowledge to be effective in the management of green buildings and conducting energy audits. Learners will also be taught skills to perform workplace safety and health risk management.

This includes study of Green Mark Scheme and its assessment process. The syllabus matches the requirement of Green Mark Associates qualification. Students will also acquire the necessary skills to analyse energy consumption pattern and perform energy audit.
Workplace Health & Risk Management (WSH)This module focuses on workplace safety, hazards and risk management for different organizations and physical environment. Participants will learn to apply appropriate risk assessment and management techniques and hazard control measures.
Sustainable Facilities Management (SFM)
This module emphasises the role of facilities management (FM) practitioners in the upstream design processes to optimise building design for more efficient and cost-effective operation and maintenance activities. All major FM concepts and applications related to Sustainable Facilities Management, Life Cycle Costing, Integrated Digital Delivery (IDD), Design for Maintainability (DfM), Design for Manufacturing and Assembly (DfMA), Smart Facilities Management, Total Facilities Management and Outcome-based Facilities Management Contract will be covered.
