Course Information

What makes a successful township is a combination of safety, security, convenience, connectivity and a scalable and sustainable infrastructure. The management of these aspects is important to the success of governing a township and involves a range of complex processes and strategies with the ultimate aim of serving the community.

Learning Outcomes

Learn the skills and knowledge to manage town councils. The course introduces you to the landscape of township management in Singapore, the legal framework of Town Councils and by-laws, the management of facilities and projects of public housing. It also includes the engagement with public housing residents, and the management of financial accounts according to Town Council Financial Rules.

Module
Township Administration
This module provides students with the skills and knowledge to manage the day-to-day administrative support operations a town council. Functions, duties, powers, policy, processes, protocols, procedures and legal framework of Town Councils will be taught. The module will also cover the town councils by-laws, enforcement procedures, and Town Council Management Report (TCMR).

Relationship Management
This module provides students with the skills and knowledge to manage public relations, community engagement, resident relationship, other agencies and grassroots leaders. The module will also cover production of publicity materials, management of outreach activities, news and social media.

Financial Management
This module provides students with the skills and knowledge to manage Town Council financial and accounting services accurately, properly and transparently in accordance to Town Council Financial Rules. The module will also cover how grants/funds are to be used in various projects, accounting concepts, budget, financial statements, overview of procurement methods and corporate governance.

Building Services Systems
This module covers the skills and knowledge required to manage, operate and maintain all the mechanical and electrical systems that are installed in public buildings. The building systems include lighting, lifts, electrical and water supplies, sanitary and plumbing, security systems, fire protection, lightning protection and smart technologies to enhance operation. Procedures to manage routine and cyclical maintenance works and upgrading projects will also be taught.

Building and Estate Management
This module covers the skills and knowledge in building and refurbishment technology to inspect defects in building blocks and common areas, to implement upgrading works, to handle emergency and essential maintenance, and to manage community improvement projects, neighbourhood renewals and large-scale Town Council projects. BIM software will be used to supplement the learning of this module.

Project and WSH Management
This module provides students with the knowledge of project workplace safety and health (WSH) management. Types of contracts, tenders and procurement practices, variation orders and the knowledge to identify workplace safety & Health (WSH) hazards at workplace will be taught. Students will also learn to apply the appropriate risk assessment and management techniques and implement hazards control measures for the workplace.

You are required to complete 2 post-diploma certificates within 2-year validity period to be awarded the Diploma (Conversion) qualification.


Entry Requirements

Applicants with any of the following qualifications are invited to apply for the course:
  • Local Polytechnic Diploma and with at least 1-year relevant working experience

  • State-recognized University Degree in any discipline where the medium of instruction is English and with at least 1-year relevant working experience

Recognition of Prior Learning (RPL)
Applicants who do not meet the entry requirements may be considered for admission to the course based on evidence of at least 5 years of relevant working experience or supporting evidence of competency readiness. Suitable applicants who are shortlisted may have to go through an interview and/or entrance test. The Polytechnic reserves the right to shortlist and admit applicants.
