Course Information

Facilities Management is an interdisciplinary business function, which aims to coordinate the demand and supply of facilities and services within a built environment.

In this age of environmental concerns, facility manager not only plays an important role in sustainable issues, which required to them to look for new designs and technologies that use less energy and resources for maintaining the facilities but also to ensure the health and safety of the building’s occupants.

Mechanical Systems
Provides basic principles of operation of various types of air-conditioning, mechanical ventilation, fire protection, water and sanitary systems as well as installation and maintenance requirements.

Provides understanding of electricity supply and circuits, deregulation of energy markets and its impact as well as electrical systems and communication.

Covers the application of sustainable and green building design concept to our built environment on building performance. It also cover the application of technologies to improve systems energy efficiency.

Water Efficiency Management
Equips participants with the knowledge and skills to conduct water audits and apply water efficiency measures to reduce water consumption in commercial/residential and industries. It covers the regulation on water efficiency requirements, cooling towers operation and water consumption, industrial water solutions, swimming pools operation and water consumption and water efficiency management plan (WEMP).

Trainer's Profile

Catherine Thoo Sin Ling 

Catherine is a seasoned educator with over 10 years of experience in tertiary education, specialising in Property and Facilities Management, Leasing and Tenancy Management as well as Business Development. Before entering academia, she gained substantial industry experience with leading organisations, including CapitaLand, Cambridge Industrial Trust, Jones Lang LaSalle, and Colliers International Asset Management. 

At Ngee Ann Polytechnic, Catherine has held significant roles, notably as Course Chair for the Diploma in Real Estate Business in the School of Design & Environment, and as an active member of the Professional Development Committee for the Council for Estate Agencies, where she has been instrumental in advancing professionalism and enhancing training for Real Estate Salespersons. Additionally, she has served as Senior Manager, overseeing the academic division of Facilities Management and Building Technology, and as Programme Coordinator for the Diploma (Conversion) in Facilities Management. 

Beyond her teaching responsibilities in Property and Asset Management for adult learners in the Diploma (Conversion) in Facilities Management, Catherine provides tailored training on Introduction to Singapore Urban Planning and Introduction to Singapore Real Estate Management to institutions such as Guangxi Polytechnic Institute and Chongqing Polytechnic.  

Catherine's dedication to pedagogical excellence has earned her the Ngee Ann Polytechnic School Teaching Award in 2011, 2013, and 2016. She is also a published author, recognised for her paper "Raising the 3Ps of Sustainable Facilities Management in Singapore: Profession, Perception, and Prospection," featured in the International Journal of Facility Management in 2015. 

She holds a Master's degree with Higher Distinction in Facility and Environment Management from University College London and a Bachelor's degree with Honours in Land Economics from the University of Technology, Sydney. 

Chan Chien Hong

Chan Chien Hong is a highly accomplished professional with a robust educational background and extensive expertise in engineering, business administration, and industry-specific certifications. With advanced degrees in Fire Safety Engineering and Business Administration, coupled with a solid foundation in Mechanical Engineering, Chien Hong brings a unique blend of technical acumen and strategic business insight to the organisation. 

Chien Hong has a diverse professional background, having worked in various capacities that leverage his engineering and business skills. His experience spans across industries, including defence, engineering construction and consultancy, teaching and school management. 

Chien Hong is a seasoned Senior Lecturer at Ngee Ann Polytechnic, specialising in Fire Safety and Fire Protection Engineering. With over two decades of teaching and curriculum development experience, Chien Hong has been active in developing and conducting customised fire safety training for prestigious organisations such as NUS and LTA. Besides fire safety training, he is also actively involved in research on fire detection technology and fire simulation. Chien Hong’s practical skills are showcased through his work on Hot Smoke Tests and Computer Fire Simulations for Vehicle Tunnels. He is also dedicated to developing comprehensive learning materials and delivering lectures for both full-time and part-time diploma programmes on various Building Services and Facilities Management topics, including ACMV, Fire Protection, Water, Sanitary and Gas, Green Building and Smart FM Technologies, Water Efficiency Management.

Ong Choong Seong

Choong Seong holds a B.Eng (Hons) (Electrical Engineering) from NTU, 

M.Sc (Electrical Engineering) from NUS and M.Ed from University of Western Australia. 

Choong Seong was a Senior Facilities Engineer (Electrical) with Hewlett Packard/Agilent Technologies before joining Ngee Ann Polytechnic. 

Choong Seong has taught the CET modules of electrical system and building electrical system design for many years.

Entry Requirements

Applicants with any of the following qualifications are invited to apply for the course:
  • A local Polytechnic Diploma / Degree in Engineering, Technology or Physics

    • Practitioners or those seeking a career switch

  • A local Polytechnic Diploma/ Degree in non-engineering / non-technology disciplines

    • A credit or minimum grade of C6 in GCE “O” level Physics or Physical Science

    • Practitioners or those seeking a career switch

Recognition of Prior Learning (RPL)
Applicants who do not meet the entry requirements may be considered for admission to the course based on evidence of at least 5 years of relevant working experience or supporting evidence of competency readiness. Suitable applicants who are shortlisted may have to go through an interview and/or entrance test. The Polytechnic reserves the right to shortlist and admit applicants.
