Course Objectives

The course objectives:
•   equip the students with the knowledge and skills in building services and fire safety operation which include the design of building mechanical and electrical systems, building drawings and construction, project management, fire operations & investigation, fire safety legislation and regulations and fire engineering.
•   develop skills in the implementation and management of organisations’ workplace safety, fire safety, fire evacuation plan and mitigation of risks.
•   nurture skills in resources planning which including asset, time, space, information technology systems, finance and staff in alignment with the organisational strategies and requirements.
•   develop competencies in the application of effective strategies and methods in intelligent building systems, building automation and performance-based design.
•   provide an understanding of the knowledge in the planning, organisation and management of the resources required for the construction, diagnostic, repair and refurbishment of building projects.
•   develop abilities to assume leadership position, possess team spirit, positive attitude, professionalism and ethics via team and collaborative projects to work effectively to produce productive work.
•   develop confidence to be able to communicate effectively during meetings and presentations.

Course Description

The Diploma in Engineering (Building Services & Fire Safety) (DEBF2) is a part time CET course, consist of the following modules:

Trainer's Profile

Raja Mohammad Fairuz

Raja Mohammad Fairuz is a dedicated educator and trained as an architect with a Masters in Architecture from the National University of Singapore. His career began at DP Architects, where he honed his architectural skills before transitioning into academia.

For the past 12 years, he has been a Senior Lecturer at the School of Design & Environment, Ngee Ann Polytechnic, where he teaches full-time students in the Diploma in Design (Architecture) programme. His expertise is reflected in the modules he teaches, including Design Studio and Architecture Materials & Technology. Additionally, he instructs CET students in Sustainable Building Construction within the Diploma in Engineering (Building Services and Fire Safety) programme.

Raja Mohammad Fairuz is also a certified LUMA Human-Centered Design (HCD) Instructor. He has successfully conducted LUMA HCD Practitioner courses for both internal and external audiences, including notable organisations such as UOB, RSN Navy, and AXS. His training repertoire extends to corporate settings, where he has led Participatory Design Short Courses for companies like OCBC and HDB.

A passionate advocate for community design, Raja Mohammad Fairuz is deeply committed to using design to address real-world challenges and achieve meaningful social impact. His dedication to this cause is evident in his involvement in local and overseas community service projects, as well as consultancy work aimed at fostering positive change. His contributions were recognised when he won the Public Service Transformation Award 2019: Citizen Engagement Excellence Award, a testament to his excellence in engaging citizens through design.

Eunice Ng

Eunice Ng is an experienced professional in the field of electrical engineering and the built environment. She holds a BEng and an MSc in Electrical Engineering, as well as a BSc with a specialisation in Building Services. Eunice's expertise is further underscored by her certification as a Singapore Certified Energy Manager (SCEM) and her attainment of a BCA Certificate in BIM Modelling (MEP Track).

With a strong academic background, Eunice has transitioned her knowledge into an educational role, where she currently lectures on Continuing Education and Training (CET) courses. These courses include the “Diploma in Engineering (Building Services & Fire Safety)” and the “Specialist Diploma in Sustainable Facilities Management”. Beyond these programmes, Eunice also imparts her knowledge through short courses focusing on intelligent buildings, green buildings, energy management, Building Information Modelling (MEP), and Computer-Aided Design using AutoCAD.

Eunice's domains of expertise encompass the built environment and electrical engineering, making her a valuable resource to Ngee Ann Polytechnic and to her students. Her comprehensive understanding of energy management and sustainable building practices positions her at the forefront of her field, driving innovation and excellence in building services and facilities management. Eunice's dedication to teaching and her commitment to advancing industry standards reflect her passion for creating smarter, greener, and more efficient built environments.

Wee Keng Loon

Keng Loon holds a Diploma in Electrical Engineering from Singapore Polytechnic, a Bachelor of Science in Electrical Engineering (2nd Class Upper) from Aberdeen University in the UK, a Master of Engineering in Electrical Engineering from Auckland University in New Zealand, and a Master of Science in Building Services from the National University of Singapore.

Throughout his career, Keng Loon has honed a diverse skill set, including expertise in electrical design and calculations, project management, AutoCAD, building codes and regulations, energy efficiency and sustainability, client relationship management, and problem-solving and critical thinking.

Keng Loon’s professional experience spans roles as an electrical contractor and an electrical building consultant, where he designed electrical and lift services for residential, commercial, and industrial buildings.

He currently teaches full-time students in the Diploma in Real Estate Business and Diploma in Hotel & Leisure Facilities Management programs, as well as to part-time students in the Diploma in Engineering (Building Services & Fire Safety) at Ngee Ann Polytechnic.

Chan Chien Hong

Chan Chien Hong is a highly accomplished professional with a robust educational background and extensive expertise in engineering, business administration, and industry-specific certifications. With advanced degrees in Fire Safety Engineering and Business Administration, coupled with a solid foundation in Mechanical Engineering, Chien Hong brings a unique blend of technical acumen and strategic business insight to the organisation.

Chien Hong has a diverse professional background, having worked in various capacities that leverage his engineering and business skills. His experience spans across industries, including defence, engineering construction and consultancy, teaching and school management. Chien Hong is a seasoned Senior Lecturer at Ngee Ann Polytechnic, specialising in Fire Safety and Fire Protection Engineering. With over two decades of teaching and curriculum development experience, Chien Hong has been active in developing and conducting customised fire safety training for prestigious organisations such as NUS and LTA.

Besides fire safety training, he is also actively involved in research on fire detection technology and fire simulation. Chien Hong’s practical skills are showcased through his work on Hot Smoke Tests and Computer Fire Simulations for Vehicle Tunnels. He is also dedicated to developing comprehensive learning materials and delivering lectures for both full-time and part-time diploma programmes on various Building Services and Facilities Management topics, including ACMV, Fire Protection, Water, Sanitary and Gas, Green Building and Smart FM Technologies, Water Efficiency Management.

Tan Chin Chong

Dr Tan Chin Chong possesses a Bachelor Degree in Engineering (Mechanical), Master (Building Science) and a Ph.D (NUS). He also graduated with a Bachelor Degree in Economics from the University of London.

Dr Tan has been registered with the Singapore Civil Defence (SCDF) as a Fire Safety Manager since April 2020. He is presently teaching in certificate courses for registration as Fire Safety Managers with the SCDF.

This module aims to use of Building Information Modelling (BIM) software to design and develop Mechanical, Electrical and Plumbing (MEP) systems from established architectural models. Students will be taught how to coordinate MEP, architecture and structural designs by clash detection techniques provided by BIM software. The use of the as-built models and the information contained therein for BIM Facility Management (BIMFM) and other simulation tools such as energy modelling will also be discussed.

Water, Sanitary & Gas Services (NP-012407)
This module provides students with the sound working knowledge in the design, installation and operational and maintenance of pipe services such as the water, sanitary and gas supply systems in buildings. Topics include theories of fluid properties, fluid dynamics, Bernoulli’s equation, piping systems, pipe sizing, pumps, pipe friction, hot and cold water supply, swimming pool, sanitary plumbing and drainage systems and gas supply services. Relevant Acts and regulations of the Local Authorities will be covered.
